Is Ukraine ready for a feminist foreign policy?

Feminist approaches to foreign policy are often associated with only an increase in the number of women among diplomats.

However, such a view is superficial and reflects only one out of many aspects of the feminist approach. On a broader level, it struggles against all systemic inequalities in international relations. The main focus is the orientation towards values and the normative approach. The transformative power of diplomacy is highlighted. Is this approach to foreign policy relevant to Ukrainian realities? Is it a timely one? What are the goals and elements of feminist foreign policy? How are these approaches introduced in European countries and why is it important for Ukraine in the context of its cooperation with international partners?

Together with the Foreign Policy Council "Ukrainian Prism", we prepared a study and analyzed European practices and principles of introducing a feminist foreign policy. A series of in-depth interviews with female diplomats and civil servants in Ukraine related to the topic of the study was conducted.

The authors of the study Yevgeniya Gaber, senior fellow of the Atlantic Council in Turkey, and Hanna Shelest, director of the Security Studies Program of the Foreign Policy Council "Ukrainian Prism" also prepared recommendations for Ukraine regarding the implementation of feminist approaches in foreign policy both at the level of interaction with international partners and at levels of internal processes in the state.

On February 1, 2023, an expert discussion of the obtained results was held. Valentyn Skuratovskyi, Director of the Department of International Organizations of the Ministry of Foreign Affairs of Ukraine, Kateryna Levchenko, Government Commissioner for Gender Policy, Maria Mezentseva, Deputy Chair of the Parliamentary Committee on Ukraine's Integration into the European Union of the Verkhovna Rada of Ukraine, Chair of the Committee on non-discrimination and gender equality of PACE, participated in the discussion.
