Reconstructing Trust: Social Cohesion and Recovery in Wartorn Irpin, Ukraine

The Friedrich-Ebert-Stiftung Ukraine has published a new analytical report examining how reconstruction is reshaping social cohesion in the war-affected city of Irpin.

The Friedrich-Ebert-Stiftung Ukraine has published a new analytical report examining how reconstruction is reshaping social cohesion in the war-affected city of Irpin.

Here are some key findings from the study:

 • Around 80% of housing in Irpin has been restored, and critical infrastructure is close to full recovery.

 • 81% of respondents believe local authorities benefit unduly from reconstruction processes.

 • 52% of residents distrust local authorities’ ability to manage reconstruction funds responsibly.

 • At the same time, horizontal solidarity remains strong: 48% report frequent mutual assistance, and 27%     participated in volunteer activities.

The study is based on a face-to-face survey of 610 Irpin residents conducted in July 2025, complemented by qualitative interviews with experts and community members.

The report concludes that rebuilding trust requires visible results, independent audits and communication through channels residents actually use.
