From Diplomacy of Resistance to Diplomacy of Action Summary of Ukraine’s Foreign Policy 2025 and Discussion of its Future

The forum “From Diplomacy of Resistance to Diplomacy of Action” was held in Kyiv, organized by the Foreign Policy Council “Ukrainian Prism” in partnership with the Friedrich-Ebert-Stiftung in Ukraine and the International Renaissance Foundation. The event became a platform for a professional discussion on how Ukraine should rethink its foreign policy in the face of a full-scale war and the transformation of the global security system.

The forum “From Diplomacy of Resistance to Diplomacy of Action” was held in Kyiv, organized by the Foreign Policy Council “Ukrainian Prism” in partnership with the Friedrich-Ebert-Stiftung in Ukraine and the International Renaissance Foundation. The event became a platform for a professional discussion on how Ukraine should rethink its foreign policy in the face of a full-scale war and the transformation of the global security system.

The forum brought together Ukrainian government officials, diplomats, experts, and international partners, including participants from Chile, India. The discussion focused on the issues of updating Ukraine’s Foreign Policy Strategy, forming new strategic partnerships, and the international perception of Ukraine in the world.

Special attention was paid during the event to the role of international solidarity and supporting democratic dialogue. The Secretary General of the Friedrich-Ebert-Stiftung - Sabine Fandrych took part in the forum and made a welcoming speech, emphasizing the importance of a strategic vision for Ukraine’s future and strengthening international cooperation in times of global instability. Her participation underscored unwavering support for Ukraine and the importance of international expert dialogue on the future security architecture of Europe.

Within the framework of the forum, Ukrainian Prism presented its eleventh annual study “Ukrainian Prism: Foreign Policy Scorecards 2025”— a comprehensive analysis of key trends in Ukrainian diplomacy and international relations over the past year.

One of the key events was a panel discussion on the update of the Strategy of Ukraine’s Foreign Policy. Deputy Minister of Foreign Affairs of Ukraine Mariana Betsa took part in it, speaking on behalf of the Minister of Foreign Affairs of Ukraine Andriy Sybiha. In her speech, Mariana Betsa emphasized that Ukraine today is not only a recipient of security, but also its active contributor.

The forum participants discussed how Ukraine's current foreign policy strategy meets modern challenges, who Ukraine's strategic partners are today, and how Ukraine seeks to be represented in the world, not only as a state resisting aggression, but as a country capable of shaping the international agenda.

The forum became another evidence that Ukrainian diplomacy is moving from a model of reaction to a model of action - more confident, subjective, and strategically oriented.
